      Description of problem:

The 'kernelcmd' parameter works only if set on a top level host group, and does not work if set on a child host group

      How reproducible:

      Always

Is this issue a regression from an earlier version:

      No.

      Steps to Reproduce:

      1. Set the 'kernelcmd' parameter on a child host group.

      2. Try to provision a system associated with the child host group.

      Actual behavior:
The 'kernelcmd' parameter set on the child host group does not take effect.

      Expected behavior:
The 'kernelcmd' parameter set on the child host group should take effect, similar to what happens if the 'kernelcmd' parameter is set on a top level host group.
