Description of problem:

Sometimes when navigating to the All Hosts page, the "Manage Columns" button doesn't appear. 

How reproducible:

Semi reproducible. Appears consistently in CI test runs, and sometimes intermittently when using actual page. 

Is this issue a regression from an earlier version:

No.

Steps to Reproduce:

1. Navigate to the All Hosts page.

2. Observe that under certain situations the Manage Columns button doesn't appear until the page is refreshed.

Actual behavior:
Manage Columns button doesn't always appear when navigating to All Hosts.

Expected behavior:
Manage Columns button should always load when visiting the page.

Business Impact / Additional info:

This could have something more to do with Browser/Computer performance or load, given that is often the issue when running stuff in CI.
