Description of problem: Missing Utils Repository in Satellite 6.16

Steps to Reproduce:

1. Log in to Satellite UI

2. Go to Content > Red Hat Repository > Search for satellite-utils-6.16-for-rhel-8-x86_64-rpms > enable it

Actual behavior:

While enabling above repository gives No repository sets match your search criteria.

Expected behavior:
It should shows this repositories just like in earlier versions of Satellite
