Description of problem:
'Login page footer text' should not allow to set version lower than currently installed version.
How reproducible:
Always
Is this issue a regression from an earlier version:
No
Steps to Reproduce:
1. Login to satellite web-ui => click on "administer => settings => click on edit in front of "Login page footer text" => mention "6.15" and save changes.
2. It shows satellite version as 6.15 which is misleading.
Actual behavior:
"Login page footer text" allow to set any version than currently installed version which is misleading.
Expected behavior:
1) instead of this edit tab there should be drop down arrow reflecting the available versions to set based on current version of satellite like 16, 16.0 or 16.1 etc...
2) Once it will be 17 then customer should not be able to set 16 version from drop down arrow.
Or
3) footer page should not be editable the reflecting version of satellite instead there should be another space where customer can add custom text.
