Description of problem:
Capsule sync is not updating package count for repos inside content view.
 

How reproducible:

Most of the times

Steps to Reproduce:

1. Create a cv with few repos and publish it to any env other than Library.

2. Add that env to the capsule and sync the capsule

Actual behavior:
[Describe the issue in detail, including what is happening and where]
Capsule sync completes fine. But on content tab for that env and cv , the package count is not updated.

Expected behavior:
[Describe what should be happening instead]
Package count should be updated. Randomly happens for some environments .
