Description of problem:

With non-sca, upgrade 6.16 failed with:

Steps to Reproduce:

1. install a fresh 6.15

2. create an org with non-sca

3. upgrade

Actual behavior:

upgrade failed with above error

Expected behavior:

it should be a warning/info as we wouldn't expect people manually switch to SCA.
