      Description of problem:

      Step 21 of 2.2 of: https://docs.redhat.com/en/documentation/red_hat_satellite/6.15/html/upgrading_disconnected_red_hat_satellite_to_6.15/upgrading_satellite_upgrading-disconnected#upgrading_a_disconnected_satellite_server_upgrading-disconnected

      21.  If you have the OpenSCAP plugin installed, but do not have the default OpenSCAP content available, enter the following command.

That assumes Satellite has an Internet connection, which a disconnected Satellite will never have.  If you can write up steps on how to d/l onto a host the current OpenSCAP content, massage it into a format/file structure that will work over on the disconnected Satellite server, burn to DVD (preserving that structure, maybe because you created a .tar.gz beforehand), carry it across the air gap, upload it to the disconnected Satellite server somewhere, then make it available so that step 21's command will work, that would be great.
