Description of problem:

While trying to enable or synchronize the ''rhel-7-server-els-rpms'' repository on Satellite fails with below error if only "Red Hat Enterprise Linux Academic Extended Life Cycle Support (Physical or Virtual Nodes)" subscription is added to Satellite manifest

        CDN loading error: access forbidden to

       https://cdn.redhat.com:443/content/els/rhel/server/7/7Server/x86_64/os/repodata/repomd.xml

Steps to Reproduce:

1. Ensure that only following subscription is added to the Satellite subscription manifest: "Red Hat Enterprise Linux Academic Extended Life Cycle Support (Physical or Virtual Nodes)"

2. Try to enable and synchronize the  ''rhel-7-server-els-rpms'' repository

Actual behavior:
The mentioned forbidden error is observed

Expected behavior:
The synchronization of ''rhel-7-server-els-rpms'' repository should be successful

Workaround:

Add the standard RHEL subscription to the Satellite subscription manifest along with ELS subscription, and ''rhel-7-server-els-rpms'' repository can be successfully enabled and synchronized
