Description of problem: While clicking on Certficates Tab in Satellite internal capsule does not redirect to puppet Certificate page directly, we need to click on Puppet CA > Certificate.

How reproducible: Steps for reproducing mentioned below.

Steps to Reproduce:

1. Log into Satellite UI -> Go to Infrastructure > Capsule > Capsule name in which puppet integrated > Action > Certificates. 

2. While clicking on Certificates Tab it will not redirect to certificate tab and looking like a UI bug.

Actual behavior:

After clicking on Action > Certificate it is not redirecting to Certificate page, we need to click on Puppet CA and then can see certificates tab inside the capsule in which puppet integrated.

Expected behavior:

While click on Action > Certificates it should directed to Certificates page instead of clicking on Puppet CA > Certificates

Business Impact / Additional info:

Customer not able to see this certificate tab it may be due to he did not integrate puppet with Satellite. But after integrating he might face same issue which I faced my test Satellite UI.
