Unable to add subscriptions to manifest on EL9 upstream

      Description of problem:
      Spin up a EL9 devel box or nightly and try to attach subscriptions to a manifest and you get
       an error:

      Actions::Katello::UpstreamSubscriptions::BindEntitlement - ArgumentError wrong number of arguments (given 1, expected 0)

      How reproducible:
      Always
