Description of problem:

While creating a discovery rule in the Primary Host Group tab, the filter option is not present, and it is not filtering by name.

Steps to Reproduce:

1. Configure -> Discovery Rules -> click on Create Rule

2. Primary tab -> Host Group -> click on drop-down

3. Filter option is not present

Actual behavior:
The filter is not present, so it does not recognize the specified name.

Expected behavior:
The filter option should present, so it will recognize the specified name.
