The way date and time displayed within different Satellite pages are varied and does not inherit to the 'Language' & 'Timezone' set for the Satellite user

      Description of problem:

      Even though the Satellite user's Language and Timezone (under /users/<NUMERIC>/edit) is set to "English (United Kingdom)" and "(GMT+00:00) London" respectively, still 12h format time is seen on pages like /content hosts, /audits, /foreman_tasks/tasks, /sync_plans/<NUMERIC>, /lifecycle_environments/<NUMERIC>/content-views?page=1&per_page=200, /content_views, /content_hosts, and possibly more.

      In addition there should be an option to have dates appear in ISO format (YYY-MM-DD) everywhere as they already do on /subscriptions, but seemingly nowhere else.

       

      How reproducible:

      On various pages at all times, despite changing user settings.

       

      Is this issue a regression from an earlier version: No

       

      Actual behavior:

      Confusion sometimes as to when things have checked in or happened when times in the AM still seem to have leading zeros attached despite being in 12h format, and especially when screen resolution is high: "03:29 AM" can sometimes be mistaken for "03:29 PM" at first glance if the font is small. On the other hand, 15:29 is completely different to 03:29 and much less likely to be mis-parsed.

      The fact that the way dates are displayed varies within Satellite
