Description of problem:

The update does not enforce SCA. The Subscriptions tab is still shown on the https://satellite.example.com/activation_keys/1. The existing clients are able to consume the content but `subscription-manager status` shows:

Steps to Reproduce:

1. Disable SCA on satellite 6.15
2. upgrade satellite from 6.15 to 6.16

Actual results:

SCA seems not be enforced properly
