Description of problem: Empty exclude errata filter sets shows missing errata information.

Version-Release number of selected component (if applicable): 6.14.x

How reproducible: Here are below steps to reproduce the issue

Steps to Reproduce:
1. Created CV with Appstream and Base OS repository, publish it -> errata information OK.

2. Create a exclude errata filter by adding 1 errata Ex -> (RHSA-2024:2699 )in rpm rule publish it ---> errata information OK

3. Now remove the errata from the exclude filter and leave empty set of exclude filter without contain any errata, publish the content view ---> here errata information missing says no applicable errata. Instead of this it should shows count of errata as mentioned in Steps 1.

Actual results: Displaying No applicable errata in empty set of exclude filter

Expected results: It should shows no. of errata as explained in condition 1 of reproducer.

Explanation of Screenshot -> Version 3 is version of empty errata (exclude) in which we removed errata from exclude filter, it should show count of errata as shows in version 1 please refer screenshot.
