Describe the issue:
In Step 3 the mentioned package name is probably from an old package version. Today there is no package "python39-pulp_manifest" available. Searching the repos another package named "python3.11-pulp_manifest" is available.

Suggestions for improvement:
Just edit the name of the package in Step 3.
