Description of problem:
Ohai,

in 6.14.4 we ship candlepin-4.3.13-1.el8sat.noarch, while 6.15.0 has candlepin-4.3.12-1.el8sat.noarch

This leads to systems upgraded from 6.14.4 behave slightly differently than the ones installed fresh on 6.15.

I don't think this has an ill effects as of now, but we should update candlepin in 6.15.z ASAP to prevent any further divergencies.

Steps to Reproduce:
1. install 6.14.4
2. upgrade to 6.15
3. dnf distro-sync

Actual results:
Downgrading:

candlepin-selinux noarch 4.3.12-1.el8sat 534 k

Expected results:
No downgrade of candlepin
