Description of problem:
Host group does not have a way to choose the "Image Based Template" for Media Selection or anywhere else except when creating the host during the provision

Steps to Reproduce:
1. Web UI, Configure, Host Groups, Create Host Groups, Operating Systems Tab, there is no choice for 'Image Based'

2. Web UI, Host, Create Hosts, Opetating Systems tab, "Image Based" is available (assuming the image is set up on the compute resource)

Expected results:
Web UI, Configure, Host Groups, Create Host Groups, Operating Systems Tab, has the option for "Image Based"

If there is any other appropriate place where it can be pre-defined would be great.
