Description of problem:
[Open Ldap] - External User Group Sync required two times refresh to get work on Open Ldap for Role Assignment. Seen in Open Ldap not exists in AD Server

Steps to Reproduce:
1.Create Open Ldap Auth Source
2.Create the Role with Activation Keys Permission (read/write)
3.Create the Usergroup in Satellite and have role assigned mentioned in step 2
connect with External Ldap Group
4.Refresh the User group
5.Login with openldap group user

Actual results:
It does not contains any permissioned mentioned in Usergroup

Expected results:
It should have access to all the permissions/role mentioend in the Usergroup

Additional info:
Issue get resolved after re-refreshed from the Usergroup. Same issue is not observed in AD Server
