Description of problem:
When you set a filter to exclude a package from a Content-View version, it is not working when the attribute 'is_modular: true'

How reproducible:
Create a filter to exclude the package 'puppet-agent' from the repository 'Red Hat Satellite Client 6 for RHEL 8 x86_64 RPMs'
Steps to Reproduce:
1. Satellite WebUI
2. Content
3. Content Views
4. Click over the button 'Create content view'
5. Type:
Name: CV_TEST01
Label: CV_TEST01
6. Click over the button 'Create content view'
7. In 'Status' select 'Not added'
8. In the repository 'Red Hat Satellite Client 6 for RHEL 8 x86_64 RPMs', click over the three-dot menu and select 'Add'
9. Click over the 'Filters' tab
10. Click over the button 'Create filter'
11. Type:
Name: exclude puppet-agent
Content type: RPM
Exclude filter: selected
12. Click over the button 'Add RPM rule'
13. Type:
RPM name: puppet-agent
Architecture: not specify
Version: All versions
14. Click over the button 'Add rule'
15. Click over 'Apply to all repositories in the CV', select 'Apply to subset of repositories'
16. Mark the checkbox of repository 'Red Hat Satellite Client 6 for RHEL 8 x86_64 RPMs'
17. Click over the button 'Add repositories'
18. Click over the button 'Publish new version'
19. Click over the button 'Next'
20. Click over the button 'Finish'
21. In your Content-View version created, click over 'RPM Packages'
22. Filter by: filename ~ puppet-agent
Actual results:
Seeing the package 'puppet-agent-7.26.0-3.el8sat.x86_64'
Expected results:
The filter should exclude the package from this repository
