Description of problem:
Previously in Pulp2, exported content was exported in a syncable repository format which users came to know and understand. With the introduction of Pulp3 the syncable format went away for a little while and the default was a tarball of artifacts with a metadata.json file to allow the importing Satellite the ability to understand how to import the artifact tarball. Due to popular demand, the syncable method came back to Pulp3 and seems to be favored by users and support due to its ease of understanding and troubleshooting issues. This request is to change the default export method from its current format to now default as the syncable format.
