Description of problem:
Satellite can not be installed on top of RHEL 8.10.

Steps to Reproduce:
1. Spin up RHEL 8.10
2. Set up RHEL repositories of RHEL 8.10 compose
3. Enable Satellite repositories from CDN (or elsewhere)
4. dnf install candlepin

Actual results:
Package candlepin can not be installed due to an unmet dependency on pki-servlet-engine.

1. dnf install satellite
   Updating Subscription Management repositories.
   Last metadata expiration check: 0:29:36 ago on Mon 29 Jan 2024 08:33:33 AM EST.
   Error:
   Problem: package satellite-6.14.1-1.el8sat.noarch from satellite-6.14-for-rhel-8-x86_64-rpms requires katello >= 4.7.0, but none of the providers can be installed

• package katello-4.9.0-1.el8sat.noarch from satellite-6.14-for-rhel-8-x86_64-rpms requires candlepin >= 2.0, but none of the providers can be installed
• cannot install the best candidate for the job
• nothing provides pki-servlet-engine needed by candlepin-4.3.1-1.el8sat.noarch from satellite-6.14-for-rhel-8-x86_64-rpms
  (try to add '-skip-broken' to skip uninstallable packages or '-nobest' to use not only best candidate packages)
