Description of problem:

when we sync repositories even they are in running mode sync status shows as "syncing complete".

Version-Release number of selected component (if applicable): 6.15

How reproducible: sometimes

Steps to Reproduce:

1.Enable repositories given below in "Additional info".
2.Content > Products > tick mark products and click "Select Action" on the top right side, click "sync selected".
3.Click on any product go to "Details".
"Active tasks" shows no. of repositories which sync is running and we can see "sync state".
When some repositories get synced and some not refresh the page.Check "Active task" and match with the status of "sync state"

Actual results:

When repositories syncing is in running mode/Active Tasks has no., sync state showing as "syncing complete".

Expected results:

While repositories syncing is in running mode/Active Tasks has no., sync state should be "running".
