Need "Update" Subcommand in hammer command to Disable/Enable the Recurring Logics

Steps to Reproduce:

1. Recurring Logics can be disabled/enabled from Satellite WebUI --> Monitor but there is no option available in hammer to update the state.

Actual results:

There is no "Update" subcommand available to disable/enable the Recurring Logics

Expected results:

There should be "Update" subcommand available to disable/enable the Recurring Logics
