Description of problem:

The "Documentation" button in within "Register Host" page in Satellite WebUI redirects to incorrect/invalid page

Version-Release number of selected component (if applicable): Satellite 6.15.0

How reproducible: Always

Steps to Reproduce:
1. Navigate to Satellite WebUI -> Host -> Register Host page.
2. Click on the "Documentation" at top right corner

Actual results: A new page is opened with URL: "https://satellite.example.com/hosts/%7Burl%7D?chapter=

" and throws below error.

Host not found Please try to update your request

Expected results: The URL should redirect to right documentation link.
