Description of problem:
Inconsistent date format accross different views
A customer warned me about an inconsistent end date of subscriptions between the customer portal and the manifest view.
It was a misunderstanding of the date format (month/day/year) is not natural at all for non-US people).
But in my lab, I saw that, whatever the locale configured, I see the dates in
- year-month-day in the manifest page
- month/day/year in the notification pane (the bell at the top-right of the screen)
- day month (3 first letters) in the dashboard
- month day, year in the Content Host page, content view page
I haven't searched for other inconsistencies...
Would it be possible to check the consistency of the date format across all the views?
If it were possible to let the user choose the date format displayed in his user's preferences, it would be awesome!

How reproducible:
Every time I log on the satellite web server
Steps to Reproduce:
1. connect to the satellite with the en or en-gb locale
2. observe the date format on the manifest page
3. observe the date format in the notification pane
Expected results:
consistent (determined by the user, if possible) format in all pages/views
