Description of problem:
While logging into the satellite using a local LDAP the customer is unable to select the organization as it remains greyed out.

• The issue did not occur when we initially set the Organization from the top bar and then switched to Content --> Content View --> selected the Organization

• The issue occurs when the Organization is not selected from the top bar. Then the Organization button stays greyed out in the Content --> Content View

Steps to Reproduce:
1. Created a new internal user with the same permission as the administrator.
2. Did not add any location or organization to the user
3. experienced the same issue the organization selection button under Content --> Content View remains greyed out.
4. Added the location and organization to the user and post that the issue was resolved. Now we could select the organization.

Actual results:

• The issue does not occur when we initially set the Organization from the top bar and then switch to Content --> Content View --> and select the Organization

• The issue occurs when the Organization is not selected from the top bar. Then the Organization button stays greyed out in the Content --> Content View

Expected results:

• The Organization Select button under Content --> Content View should always work.

• Checked locations and organizations assigned to the customer LDAP user and it is properly assigned.
