Description of problem:
While running "# dnf module enable satellite:el8" for Satellite installation fails with 403 error message:

  Error: Failed to download metadata for repo 'satellite-6.14-for-rhel-8-x86_64-rpms': Cannot download repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried

Also, while upgrading satellite from 6.13 to 6.14 we have to run " dnf module enable satellite-maintenance:el8 " which is also failing with 403 error

1. Follow the Satellite installation/upgrade guide on SCA enabled system and run "# dnf module enable satellite:el8" for installation or " dnf module enable satellite-maintenance:el8 " for Upgrade
