      .Manually enable hstore extension for external databases

      If you use an external database, upgrading to or installing {Project} {ProjectVersion} gives an error:
      ----
      permission denied to create extension "hstore"
      ----
      In case of external databases, manually install the `postgresql-contrib` package and enable the `hstore` extension before upgrading to, or installing, {Project} {ProjectVersion}.

      A release note will be needed to indicate that external database users will need to load the HStore extension into their PostgreSQL database prior to upgrade to 6.14 or prior to fresh installation of 6.14.0.
