Description of problem: Creating a non-admin user Email should be a mandatory parameter marked with the (*asterisk) sign, as post login with the same user throws an error
"An email address is required, please update your account details"

How reproducible: Always

Steps to Reproduce:
1. Create a non-admin user (Not providing the email here as it is an optional param in create form)
2. Try to log in with the same user, a pop-up appears to enter the email

Actual results: An error pop-up appears and any navigation to other tabs is impossible until you fill in the email field.

Expected results: we should not get such a pop-up as it was not a mandatory param while creating the user

Additional info: Either the pop-up should not be there, making it free for the non-admin user to navigate wherever possible or the field should be marked mandatory. I see the same behavior in 6.12

Workaround: Add email when you are logged in.
