Description of problem:
Repositories in Activation Key should be limited to what's included in Content View

Steps to Reproduce:
1.Create Activation Key for specific Content View
2.Go to Repository Sets tab

Actual results:
Repository Sets will show all repositories available in subscription

Expected results:
Under Repository Sets only repositories included in selected Content View should be visible

Additional info:
Since enabling anything not included in Content View when creating Activation Key doesn't change what's going to be applied to clients, Repository Sets under Activation Key should be showing only repos available in attached Content View. Then the Limit to Environment checkbox is not needed and can be removed.
