Steps to Reproduce:
1. Configure IMPORT_WORKERS_PERCENT in /etc/pulp/settings.py
2. Run the satellite-installer
3. Check IMPORT_WORKERS_PERCENT in /etc/pulp/settings.py

Actual results:
its gone

Expected results:
it should be configurable by installer and should be present
