This command should be "cp -a /mnt/iso/* /var/www/html/pub/satellite-import/content/dist/rhel/server/7/7.9/x86_64/kickstart/"

The command as listed will not copy the actual kickstart packages required to install the system. It only copies the contents of the images directory which are needed to boot the system.
