Descriptipn:

1) While in the WEB UI, if one clicks to publish a new version of a Content View:

• Satellite in the backend checks to see if new packages/erratas are available in Library
• Satellite compares the total with the latest published version of this CV
• If Library totals have more packages/erratas then proceed publishing a new version of this CV
  If not, provide a pop-up to the user saying "Are you sure you want to publish a new version of this CV? There are no new packages/erratas available" (sample question)
