Description of problem:

• When disabling a host temporarily the Host Status still shows that Insights
  is not reporting

How reproducible:
100%

Steps to Reproduce:
1. Disable a host (status.enabled = false)
2. Disable the Insights service on a host
3. After a day or two the Host Status changes to error as Insights is not reporting

Actual results:

• Error message that Insights is not reporting

Expected results:

• If a host is set to disabled it is usually intentional done by a customer
• If a host is set to disabled Insights should only show an informational
  message and not set the whole host status to error
