Custom repository sync fails "Cannot detect compression type"

How reproducible: Always

Steps to Reproduce:
1. create custom repository using the following Upstream URL https://packages.graylog2.org/el/stable/2.2/x86_64
2. try to sync

Actual results:

Cannot open /var/lib/pulp/tmp/89726@satellite.example.com/tmpzmdau7qg/tmpy_kkhu3a: Cannot detect compression type

Expected results:

on satellite custom repository sync should be completed successfully.
