Description of problem:

Hosts are getting provisioned on a subnet being managed by a Capsule server. Later, the host is getting moved to a different Satellite subnet, and the lease from the original Capsule never gets updated. This causes leases to build up on the provisioning Capsule, and then for provisioning to fail since no more leases are available. The lease file has to be manually updated, since the Capsule never invalidates the original lease that was given to the hosts.
