Notification section is not localized correctly.

Description of problem: In locale ja_JP, zh_CN, pt_BR, fr_FR, and es_ES, Untranslated strings present at notification section area, after click on bell icon.

Version-Release number of selected component (if applicable):Satellite 6.8.0 Beta

How reproducible: Always

Steps to Reproduce:
1. Login to Satellite 6.8 instance with any locale.
2. At top right corner, hover and then click on Bell icon.
3. Click on expand (>) button (if any available)

Actual results: Few of the strings are not translated as per locale.

Expected results: Tool tip text and other strings should be marked as translated.
