Description of problem:

hammer host traces list does not show traces for hosts other than rhel7 – same for UI and API

Version-Release number of selected component (if applicable):
6.13, but happens on 6.12 as well

Steps to Reproduce:
1. have a tracer setup on a host (rhel8 or 9), downgrade a package so that it requires service restart – I used robottelo-mock-service from qe automation

Actual results:
on host:

1. tracer
   You should restart:

• Some applications using:
  systemctl restart robottelo-mock-service

on satellite:

1. hammer host list
   (redacted)
   ID | .. TRACE STATUS

   9 | .. No processes require restarting
