"Update All Packages" is grayed out in content host page in UI

      Description of problem:

      Version-Release number of selected component (if applicable):
      Satellite 6.11.3 Snap 2.0

      How reproducible:
      Always

      Steps to Reproduce:
      1. Register a content host to Satellite
      2. Navigate to Hosts -> Content Hosts -> Select content host
      3. Move to Packages -> Actions

      Actual results:
      "Update All Packages" is grayed out in content host page in UI

      Expected results:
      "Update All Packages" should use REX to update all packages from content host UI

      Additional info:
      Already fixed in 6.12

            Verified on Satellite Stream - version 51

            Steps to Verify:
            1) Register a Content Host
            2) Install a package with a version that can be updated
            3) Navigate to the Content Host, and then Packages->Actions

            Expected Results:
            The "Update All Packages" button is available to click, and uses a REX job to update all packages
