Describe the issue:

Need instructions for FIPS will it support if backup taken from a non-fips enabled satellite and restored on fips enabled satellite

Suggestions for improvement:

As the customer aimed to enable FIPS on their satellite server, they opted for a fresh installation, followed by restoring the backup from the previous non-FIPS-enabled satellite.

So if we have a clear instructions on supported or not supported then they will go for a new installation instead of the upgrade or backup-restore method and save time
