Description of problem:
Copying content from a repository with uploaded RPMs and dependency solving on seems to not copy the dependencies.

Version-Release number of selected component (if applicable):
Satellite 6.12.0 and below (seems any Satellite with Pulp 3)

How reproducible:
100%

Steps to Reproduce:
1. Upload the RPMs in the attached zip file to an empty yum repo
2. Create a CV with dependency solving on, the repo above, and a filter including 'vim-enhanced'
3. Publish

Actual results:
Only vim-enhanced is copied

Expected results:
vim-enhanced is copied along with its dependencies
