Description of problem:
While we can declare HTTP Proxies per individual Organizations, there is no way to declare Default HTTP Proxy for individual Organization. Therefore one has to amend or customize each and every repo within one Organization with a specific HTTP Proxy.

However, to resolve this, we would need to have Settings scoped for individual Organizations, which is a lot of (error-prone) effort.

This Improvement BZ is related to specific bug https://bugzilla.redhat.com/show_bug.cgi?id=2151536 - a possible resolution of that BZ would be implementing this improvement.
