As part of the Podman 6 release, we need to remove the deprecated --network-cmd-path flag from podman. This flag is no longer necessary with the transition to Netavark for network management.

This story involves:

• Removing the --network-cmd-path flag from podman CLI
• Removing related code and dependencies
• Updating documentation to reflect the removal
• Updating tests to remove --network-cmd-path-related test cases
