In Web UI, go to Compute -> NodeHealthChecks -> Create NodeHealthCheck.

Actual Results:

We can see "Min healthy" column with red-"*", which means it's mandatory to create NHC in Form view.

However, As the following upstream Doc mentions, this Min healthy is optional configuration.
