Consider if we need to add DHCP relay support for Neutron. This is mostly needed to support some deployment scenario with baremetal in a spine leaf. As a workaround we currently use DHCP agent(implementation outside of OVN) for this. But native OVN implementation would be the best.

OVN mostly support dhcp relays[1], although if we commit to it we might need to request more support from them.
