OpenStack Neutron would need support for the DHCP relays in order to support Spine Leaf deployments without Neutron DHCP agent. It seems there is patch for that already proposed u/s: https://patchwork.ozlabs.org/project/ovn/patch/20231103164832.232600-1-naveen.yerramneni@nutanix.com/ so we would probably need to help review and then productise it somehow.
