Option to install RHODS from Errata

      The CSV update is triggered only if rhods_autotrigger_smoke completed successfully, via doPostBuildActions, that updates RHODS X.yy IIB in rhodsimages.csv. 

      When the user choose to run Jenkins job with ODS_BUILD_URL = "X.yy-latest", it will be set to fetch the latest RHODS X.yy released, as listed in this Errata filter:

      https://errata.devel.redhat.com/advisory/filters/3799#

      The IIB will then be fetched from the corresponding Errata ID of the chosen version.

      Automatically update odhrhodsimages.csv with odsBuildUrl (IIB) - so later users can see which IIB is the latest that passed smoke tests, and also use it by specifying for example "1.27-latest" when running Jenkins jobs.

      And the Bundle to match in UMB should be: odh-operator-bundle-container-v1.28.1-2
