Previously, we only test modelmesh with upstream manifest(under config folder).

For a better-validating modelmesh with a new manifests and kfdef(fast/stable), we need several targets in Makefiles 

something similar to `deploy-release-dev-mode-fvt`

This will deploy modelmesh components using fvt.yaml that contains more manifests for fvt.
