Modelmesh Manifest Restructure

      At the moment, the manifest structure in odh is different from kserv/modelmesh. 

      For this reason, it is easy to make a mistake so we should use one structure or need  script that make always synchronized in between upstream and modelmesh-serving and odh-manifest
