[DSG] add warning after editing items if it would trigger a restart of the workbench

      Description of problem:

      When users edit a workbench or a cluster storage (attached to a workbench), the workbench gets restarted (pod stopped and started again). 

      UI should warn users about the consequent restart of the workbench after a change.

      Prerequisites (if any, like setup, operators/versions):

      Create a DS Project

      Create a workbench

      Steps to Reproduce

      1. go to your wokrbench
      2. click on 3-dots menu on the right
      3. click Edit action 
      4. change settings like Image, deployment size, env variables(add/remove), storages

      Actual results:

      worbench gets restarted without informing users

      Expected results:

      UI informs users that the workbench will be restarted after applying the changes

      Always
